Who Is Business Document Center in Kansas City?

KANSAS CITY, MO – October 3, 2026 (USPress.News) A private company identifying itself as Business Document Center is sending Missouri businesses official-looking mail solicitations offering to obtain a Certificate of Good Standing for $92.25, even though the same state-issued certificate can be ordered directly from the Missouri Secretary of State for $10. We could not find a website for this service.

The solicitation reviewed by USPress.News identifies the sender as:

Business Document Center
4741 Central Street, PMB 361
Kansas City, MO 64112
Phone: 855-203-5959

USPress.News reviewed an actual copy of the Missouri mailing and independently researched the company name, mailing address, state corporate records, government warnings, and previous litigation involving Business Document Center.

The findings raise an important consumer question for newly formed businesses: Why pay $92.25 to a private document service when Missouri provides the certificate directly for $10?

Just as importantly, businesses receiving the mailing should understand that Business Document Center is not the Missouri Secretary of State and is not identified as a Missouri government agency.

The Missouri Secretary of State maintains its own online business-services system through which businesses can order Certificates of Good Standing directly. Missouri currently charges $10 for the certificate.

That makes the difference between the Business Document Center solicitation and Missouri’s direct price $82.25.

What is Business Document Center?

The Missouri mailing was reviewed by USPress.News does not provide extensive information about the organization behind the solicitation.

It prominently identifies “BUSINESS DOCUMENT CENTER” and gives the Kansas City address at 4741 Central Street, PMB 361.

Research by USPress.News found that 4741 Central Street is a UPS Store location on Kansas City’s Country Club Plaza. The location offers private mailbox services in addition to shipping, printing, and other services.

Therefore, the “PMB 361” address appearing on the solicitation is a private-mailbox address. USPress.News found no evidence establishing that the Kansas City UPS Store is Business Document Center’s operating headquarters.

That distinction matters for businesses trying to determine who sent the solicitation.

Separately, Florida’s official corporate registry lists an active company named Business Document Center LLC.

Florida records identify it as a Delaware limited liability company authorized to do business in Florida as a foreign LLC. The record lists FEI/EIN 87-2804126 and a principal and mailing address of 4001 37th Avenue North in St. Petersburg, Florida.

The Florida record identifies Dylan Jaeck as manager and shows that a 2026 annual report was filed April 29.

USPress.News has not independently established that the Florida-registered Business Document Center LLC is the legal entity responsible for the specific Missouri mailing reviewed for this report. The matching company name is relevant, but USPress.News is distinguishing between what public corporate records establish and what can conclusively be connected to the Missouri solicitation.

The Missouri mailing looks like a compliance document

The solicitation’s appearance is a significant part of this consumer alert.

The document reviewed by USPress.News is prominently titled:

“2026 – MISSOURI COMPLIANCE SATISFACTORY REQUEST.”

It includes a QR code, toll-free telephone number, document identification number, and an “Attachment Sequence No.”

One box in the upper-right portion is labeled:

“OMB No.”

The central portion is headed:

“CERTIFICATE OF GOOD STANDING REQUEST.”

Recipients are instructed:

“IMPORTANT! FOLLOW INSTRUCTIONS EXACTLY WHEN COMPLETING THIS FORM.”

Another prominent box states:

“TIME SENSITIVE.”

The document contains information specific to the recipient’s Missouri business, including the business name, address, entity status, year of formation and Missouri file number.

It also tells the recipient:

“Congratulations on registering your business with the State of Missouri.”

USPress.News’ assessment is that the overall design and wording make the solicitation look like an official compliance-related document.

That is an editorial assessment based on the physical document reviewed by USPress.News. USPress.News is not claiming to know the sender’s subjective intent in designing the solicitation.

Unequivocally, Business Document Center is not the Missouri Secretary of State, and Missouri businesses do not need to use Business Document Center to obtain a state Certificate of Good Standing.

Missouri charges $10, not $92.25

The most important consumer fact does not require interpretation.

The Business Document Center solicitation requests:

$92.25

The Missouri Secretary of State charges:

$10

The difference is:

$82.25

Business Document Center’s advertised price is therefore more than nine times Missouri’s underlying state certificate fee.

Missouri’s Secretary of State expressly states that its Corporations Division prepares Certificates of Good Standing for $10.

The state also provides an online ordering system, and online certificates contain verification numbers that allow their authenticity to be confirmed.

Missouri’s official instructions similarly list the Certificate of Good Standing fee at $10. Electronic payments may include a small convenience fee that Missouri says it does not assess, collect, or retain.

Nothing is inherently unlawful about a private company charging a service fee to perform a task consumers could do themselves.

The consumer issue is whether the recipient understands that the mailing comes from a private business and that the underlying government document can be purchased directly from the state for substantially less.

Missouri businesses are receiving the solicitation

The mailing was obtained by USPress.News does not appear to be an isolated example.

A consumer-submitted report dated Sept. 18, 2026, from Independence, Missouri, describes receiving a Business Document Center solicitation shortly after forming an LLC.

That report lists:

4741 Central Street, PMB 361
Kansas City, MO 64112
855-203-5959

The requested amount was $92.25.

Those details match the address, telephone number, and price appearing on the Missouri solicitation independently reviewed by USPress.News.

The report is a consumer submission and is not a government finding or judicial determination. USPress.News therefore does not adopt the submitter’s characterization of the solicitation as established fact.

The matching information does, however, provide evidence that substantially similar solicitations are being distributed to Missouri businesses.

Similar mailings reported across the United States

Business Document Center mailings are not limited to Missouri.

Consumer reports bearing the Business Document Center name and the same 855-203-5959 telephone number have appeared in multiple states.

A Massachusetts BBB Scam Tracker report dated March 10, 2026, described a Business Document Center certificate solicitation. BBB categorized the submitted report as a “Government Agency Imposter” complaint.

An Alabama report dated Sept. 15 described receiving a Business Document Center letter shortly after the recipient created an LLC. The report again identified 855-203-5959.

Colorado reports during 2026 likewise identify Business Document Center and the same telephone number in connection with Certificate of Good Standing solicitations.

BBB Scam Tracker reports are based on information submitted by consumers or potential victims. They are not government findings and do not independently establish criminal or unlawful conduct.

They nevertheless demonstrate that Business Document Center-branded certificate solicitations have been reported across several states.

Pennsylvania explicitly warned about Business Document Center

The strongest contemporary government warning found by USPress.News comes from Pennsylvania.

In July 2024, the Pennsylvania Department of State published an alert specifically titled “Business Document Center.”

Pennsylvania said recently registered businesses were receiving mailings titled “2024 Pennsylvania Certificate of Good Standing.”

The Business Document Center mailing requested $87.25.

Pennsylvania’s Department of State characterized the solicitation as a “partial SCAM” and warned businesses that the mailing contained incorrect and overbroad information.

The state noted that Pennsylvania businesses could obtain the appropriate state-issued certificate directly for $40 rather than paying the higher Business Document Center price.

Pennsylvania also said the address Business Document Center used was a UPS Store location.

The Pennsylvania warning does not establish that Business Document Center’s current Missouri solicitation violates Missouri law.

It does establish that another state government has previously issued a specific public warning concerning Business Document Center and substantially similar certificate solicitations.

Business Document Center was named in a Rhode Island lawsuit

Business Document Center also has a documented history involving state consumer-protection litigation.

On Feb. 23, 2022, Rhode Island Attorney General Peter Neronha announced a lawsuit against Centurion Filing Services LLC, doing business as RI Certificate Services; Business Document Center LLC; and Dean Marshlack.

The Rhode Island Attorney General alleged that the defendants misled newly formed businesses and nonprofit organizations into paying high prices for Certificates of Good Standing that they could obtain directly from Rhode Island’s Secretary of State for substantially less.

According to the complaint, Business Document Center LLC was a Delaware LLC.

The Rhode Island Attorney General also alleged that Business Document Center used a UPS Store private-mailbox address on solicitations sent to newly formed Rhode Island businesses.

Those were allegations made in a civil lawsuit.

The Rhode Island Attorney General subsequently announced in February 2023 that a court-approved agreement involving Centurion Filing Services required Centurion to provide up to $104,000 in restitution, pay a $25,000 civil penalty, and stop future mail solicitations in Rhode Island.

USPress.News is not attributing those restitution or penalty obligations to Business Document Center. The Rhode Island Attorney General’s settlement announcement specifically identifies Centurion as subject to those requirements.

However, Business Document Center LLC was expressly named as a defendant in the original Rhode Island enforcement action.

Business Document Center’s website provides a disclosure

Fairness also requires examining what Business Document Center says about itself.

A Business Document Center ordering page currently available for Alabama describes the operation as a “third-party application assisting company.”

The page also states that the company does not provide legal, financial or other professional advice and lists 855-203-5959—the same telephone number appearing on the Missouri solicitation reviewed by USPress.News.

Another Business Document Center ordering page reviewed by USPress.News offers a certificate for $92.25, matching the amount requested in the Missouri solicitation.

Those disclosures support an important distinction.

Business Document Center is offering a private document-procurement service.

The concern raised by this report is not simply that a private company charges a fee.

It is that businesses receiving the mailed solicitation should recognize that they are dealing with a private service provider rather than the government agency that actually issues the certificate, and that going directly to the state can cost substantially less.

Public records make newly formed businesses easy to identify

New business registrations create public records.

That allows private companies to identify recently formed corporations and LLCs and send marketing materials containing accurate information about those businesses.

As a result, seeing a business’s name, address, state file number, formation year, or entity status on a solicitation does not mean the document originated with a government agency.

That distinction matters most when mailings arrive shortly after someone establishes a new business.

New entrepreneurs may be unfamiliar with state filing requirements and may reasonably be concerned when they receive something labeled “compliance” or “time sensitive.”

Before paying any such solicitation, business owners should independently check the appropriate Secretary of State or other government agency.

Missouri makes direct ordering straightforward

Missouri provides extensive online business services through the Secretary of State.

Businesses can search corporate records, file reports, order certified documents, order Certificates of Good Standing, and verify certificates online.

The Secretary of State also maintains physical offices in Jefferson City, St. Louis, Springfield, and Kansas City.

The official Kansas City office is at 615 E. 13th St., Fifth Floor, Suite 513, Kansas City, MO 64106—not the 4741 Central Street private-mailbox address appearing on the Business Document Center solicitation.

That is another easy way for recipients to distinguish the two.

Consumer alert: Check the government price first

The lesson extends beyond Missouri.

Private companies across the United States sell services involving public records, corporate filings, workplace posters, certificates and other government-related documents.

Some services may provide genuine convenience.

But businesses should determine what they are actually paying for before sending money.

When a solicitation concerns a document issued by a Secretary of State, business owners should first visit the official state government website and determine:

  • whether the document is actually required;
  • whether it is needed immediately;
  • what the government charges;
  • whether it can be ordered directly online; and
  • whether the sender is a government agency or a private business.

For the Missouri solicitation reviewed by USPress.News, that comparison is unusually simple.

Private solicitation: $92.25.

Missouri Secretary of State: $10.

Potential savings by ordering directly: $82.25.

Missouri businesses can use the Missouri Secretary of State Business Services website to access the state’s official business services.

USPress.News perspective

In the view of USPress.News, the Business Document Center solicitation reviewed for this report is presented in a manner that resembles an official government or regulatory compliance document.

That assessment is based on the document’s title, “2026 – Missouri Compliance Satisfactory Request”; its “OMB No.” field; attachment sequence number; document identification number; “TIME SENSITIVE” language; instructions to “FOLLOW INSTRUCTIONS EXACTLY”; and incorporation of the recipient’s official Missouri business-registration information.

That is an assessment of the document’s appearance—not an assertion that USPress.News has established the sender’s subjective intent or that a Missouri court or regulator has found the current mailing unlawful.

What is not a matter of opinion is that Business Document Center is not the Missouri Secretary of State, the solicitation reviewed by USPress.News requests $92.25, and Missouri offers a Certificate of Good Standing directly for $10.

Editor’s Note

USPress.News is not accusing Business Document Center or any person associated with it of criminal conduct. Nor is USPress.News asserting that private companies are prohibited from charging service fees to obtain government records or documents for customers.

This report is intended as a consumer and business alert.

Business Document Center is a private service and is not affiliated with the Missouri Secretary of State for purposes of issuing Missouri Certificates of Good Standing based on the records reviewed by USPress.News.

Missouri businesses can obtain a Certificate of Good Standing directly from the Missouri Secretary of State for $10, plus any applicable electronic-payment convenience fee, instead of paying the $92.25 requested by the Business Document Center solicitation reviewed for this report.

Businesses receiving similar mailings should verify the sender and check the appropriate government’s official website before making payment.

For Missouri businesses, doing that in this instance could save $82.25 on a single certificate.
