St. Charles, Missouri - Tourism Tax on Top of Sales Tax

The City of St. Charles, Missouri, charges merchants a “Tourism Tax” on its sales tax liability.

ST CHARLES, MO (USPress.News) STL.News published an article explaining that the city of St. Charles, Missouri, charges a “Tourism Tax.”  It appears that the calculation is charging a tax on top of sales tax.

Is it fair or even legal?  How can it be right to charge a tax on another tax?  It appears to be slightly abusive.
